Cheque Policy Amendment

At the June 3, 2019 meeting, Council resolved that stale-dated cheques be voided after 12 months, and that a fee of $25 be charged for reissuing a cheque. An amendment to the NSF Cheque Policy is attached for approval.

Discretionary Use - Garage at 57 3rd St NE

A revised development permit application for a garage is before Council for reconsideration. The application was originally presented to Council on June 3.

Line Thawing

At the June 18th meeting, Council resolved to void invoices issued for line thawing and to refund those that were paid. In addition, Council resolved to consider reimbursement of any other invoices submitted for line thawing by July 15. One submission has been received (attached).

9.I.

2019 Budget

Finance Committee presents the 2019 Budget to council for consideration. Should Council choose to approve the budget at this meeting, tax rates will also be set.

2019 Tax Rates

Should the budget be approved, Council will vote to set tax rates. This may include amending base tax, mill rate and mill rate factor. The proposed scenario is based on a mill rate of 17.36.

Co-op Environmental Drilling

Wood Environment and Infrastructure Solutions, on behalf of Federated Co-operatives Limited will be completing environmental drilling at the Co-op Cardlock and the former Co-op Gas Bar at 78 Main Street on July 22-23.

One test hole off Co-op property in the back alley adjacent to the cardlock and four test holes on Main Street and 2nd Avenue North at the former gas bar need to be drilled. The test holes will be installed as monitoring wells after drilling to conduct a return groundwater monitoring program. The monitoring well that will be installed in the back alley at the cardlock will be installed off the road, in the ditch and approximately 4 inches below grade level as to not interrupt mowing/snow removal activities. The monitoring wells installed in the street at the former gas bar will be installed a few millimeters below the asphalt and will have cold patch asphalt added around the steel casing as to ensure it is secure in the roadway and will not interrupt snow removal, street sweeping, etc.

A copy of the access agreement for each site is attached for Council's approval as well as a copy of the site plan with the proposed test hole locations in red.

Portable Toilet Donation Request

The Fish On Committee is requesting an in-kind donation from the Town of use of portable toilets for their event held on Feb 15, 2020 (attached).

Request for Temporary Road Closure

A temporary road closure request (attached) has been received by Wadena News for a NASCAR event to be held Sunday, July 21 from 2-4pm in Wadena. In addition, Wadena News is requesting permission for use of Town-owned lot 98 1st St NE for the event as well as sponsorship of two portable toilets.

Request for Use of Town Property

A request has been received for use of Town-owned property on Hearn Ave (attached).

Lot Consolidation

Lot Consolidation - Lots 8-10 Blk 34 Plan G295

A request has been received for authorization to consolidate three parcels (attached). There is a single family dwelling across the three lots. The parcels are legally tied and on one tax roll.

Lot Consolidation - Lots 7-10 Blk M Plan 68H04836

A request has been received for authorization to consolidate four parcels of land (attached). There is a garage on Lot 8. There are no parcel ties and each lot has it's own tax roll.

Wadena Sports for Kids

Wadena Sports for Kids is not a committee under the Town; however, their bank account is held and managed through the Town. Administration is proposing that Wadena Sports for Kids open their own bank account and issue their own cheques. Authorization from Council is required to issue a cheque for the balance of their account, $5,430.92, to Wadena Sports for Kids.
