1. Can I attend a Council meeting? What time can I come?

Yes, absolutely! All Council meetings are open to the public for observation from the gallery. Meetings begin at 5:00 pm so please arrive a few moments before to keep disruption of the meeting to a minimum. Observers in the gallery may not address Council. If you would like to address Council, please make a request to attend as a delegation and be added to the agenda.

2. How can I get on the agenda to talk to Council?

Any person or group of people can request to come before Council as a delegation. Delegation requests must be received by the CAO no later than the Wednesday prior to the Council meeting they wish to attend. 

All requests to be a delegation must include the name of the person/group making the presentation including the number of people that will be attending as part of your delegation (to ensure adequate seating room is available or if a change of location will be required to accommodate). Requests must also include a main contact name, phone number and e-mail address (if available), as well as the purpose/reason/subject of your presentation to Council. If there is any material to be provided to Council for the presentation (handouts, etc.) please provide this at least 24-28 hours in advance of the meeting if at all possible or be able to provide 8 copies of each item.

3. Where do I find Council agendas or minutes?

Agendas and minutes are provided through the Agenda Center of our website. 

4. How can I be informed when new agendas or minutes are posted?

Please consider subscribing to the Agenda Centre ensure you are informed when new agendas or minutes are posted. You can subscribe to text or email notifications when new agendas and minutes are added for upcoming or past meetings. Follow the instructions below to subscribe:

Go to the Agenda Centre , Click the Notify Me link on the right  as indicated below. You must be logged in to subscribe or unsubscribe.

Then, it will take you to a notifications selection page. Simply select to be notified via Email or Text Message by clicking either the icon or the text beside the icon depending on what appears on your screen. (this page will also offer options to receive other notifications such as postings or changes to the community events calendar, etc.

5. When and why does Council go in-camera? What does that mean?

Council may go in-camera as a committee of the whole to discuss specific things under The Municipalities Act (section 120). Examples of reasons that Council may go in-camera include a topic of discussion that:

• is within one of the exemptions in Part III of The Local Authority Freedom of Information and Protection of Privacy Act. This would include such matters as: confidential matters regarding personnel (including Council), any information obtained in confidence from another government agency, information, upon which release would be detrimental or interfere with any lawful investigation or enforcement of a law, etc.
  OR
• concerns long-range or strategic planning. This can include reviewing and discussing drafts of proposed bylaws, policies, and resolutions, long term asset management, and other long term or strategic tools of the municipality that are up for discussion and have not yet been approved by Council.

If Council makes a resolution to go in-camera, this means they are proceeding to discuss a matter as a Committee of the Whole 'off the record'. No resolutions can be made while in-camera. Council must resume their regular meeting in order to pass resolutions. Council has the right to ask all delegations and observers, including any staff present to leave the room for the period of the in-camera session.

6. Can I write to Council?

The Town of Wadena will not forward any anonymous communications to Council or staff.  All correspondence must provide contact information for follow-up.

It is important to note that letters addressed specifically to Mayor and Council are included under Correspondence on a council agenda and that once they are received they are public documents. Correspondence only to the Mayor is given directly to the Mayor and may not necessarily be presented at a meeting or on an agenda. All correspondence is opened and handled by administration.

Letters are opened and circulated to a lead staff member for follow-up and response. Letters addressed to Mayor and Council are circulated to them for review.  

Letters marked CONFIDENTIAL on the outside of the envelope AND addressed to Mayor AND Council will be presented in an in-camera session of a Committee of the Whole at a Regular Meeting of Council.

If the contents of a letter marked confidential are not deemed confidential under the Local Authority Freedom of Information and Protection of Privacy Act (LAFOIP),  the letter may still be deemed public information. Letters received that are perceived to contain confidential information under LAFOIP, may have portions redacted from public view and may be discussed in-camera.

Correspondence is posted as part of the Council Meeting package in the Agenda Center on the Town website. The personal information contained in a letter to Mayor and Council is collected under the Local Authority Freedom of Information and Protection of Privacy Act(LAFOIP) and will be used only to respond to the letter writer. This means that while your name will appear on the letter, your contact information (mailing address, telephone number, etc.), under LAFOIP, will be blocked from the public.
